I've been thinking about our course of action... and I do believe there is a terrible problem in it...
It's always very difficult (especially in a guild as small as ours) to have at least 2 members of the Council + the accused + the victim to make the trials...
The effect of this is that our cases are taking too long to be solved...

Therefore, I would suggest a change in the book...
After a case is put up to judgement, the accused will be informed that he/she has the right to a trial (no changes here)...
If the accused accepts the trial, then he/she will be contacted by ONE of the magisters for interrogation...
The same or another Magister will do the same with the victim, and eventual witnesses...
After each interrogation, a description of it must be posted here in the bulletin.
Based on that, ALL the Magisters will make their decision about the sentence.

So, basically, instead of having to have all the people toghether, we will question each person individually... and for that, only one member of the Council will sufice...
In my opinion, this will speed the process, and will make us more effective.

NOTE: Even with this change, the exception still applies, ie. If there are 3 Magisters online along with the accused and the trial is done, they can decide the sentence right after the trial, without consulting the rest of the council (but will still have to report it here afterwards).

Tell me what you think of this change...
If you people agree with this one, I shall change the general course of action, and we will start using this new method.

I had not realized that any cases actually had enough evidence in them to be solved. Weren't we to vote on the cases as they were brought here?  Reply with quote

Aye... the Shan Sane case, for instance had almost enough evidence for us to condemn him without any trial.. hehe...

Anyway... The best policy is to let the Magisters decide wether a case is worthy of judgement or not...
So, a case is brought to our attention... if one (or more) of the Magisters feels like it's worth it, then we accept the case.

The change proposed by Isendur sounds reasonable. Justice must not only be impartial, fair, and efficacious, but also efficient.

Karise

P.S.: Feel free to ask me any doubts regarding the efficacy/efficiency dichotomy...

Ok... after Malak's doubt, I thought it would be also good to add ANOTHER change to the general course...

When a crime happens, the member(s) that know about it must report it here in the bulletin (as usual) with a complete description of the event.

Then (and here's the change), if any Magister thinks that the case is worthy of our intervention, he/she will make a NEW TOPIC, where we will proceed with the judgement. The Magister that has decided to take that case will be the RESPONSIBLE for that case.
Therefore, the person who picks up a case from the reports and takes it to judgement, will be responsible for it and will coordinate the whole process. All the other members will have to respond to the responsible on each case.

The same will go with the sentences/Enforcers.
When a sentence is reached, it will be posted by the Magister in charge. Then, one of the Enforcers will assume the responsability for that sentence, and will coordinate all the other Enforcers to apply that sentence.

NOTE: For the sake of "order", i ask you all to follow the same scheme when posting.
So, when you're reporting a crime, please write "Crime Report - <title>" in the title of the topic. Same goes for the Judgements ("Judgement - <title>").

These (including my first post on this thread) are my suggestions for the changes in the General Course of Action.
Please give me some feedback, and if no one opposes, they will become official.

Very well. Now i have a question as a Enforcer.

I have picked up the skill, of "stealthy hands" (ooc:PP) and i would wonder.

if so and so has to pay a 10k Fine, am i authorized to use my"stealthy hands" To get a item to sell. to Deem the Fine payed (the amount going over goes back to SO AND SO)

or what is my job as a Enforcer to do this ?

As much appealing as that idea may seem... I dont think that would be very legit... icon_smile.gif
You would be punishing a crime with another crime... don't think it would work...

Nice thinking, though icon_twisted.gif

Ok... I have changed the General Course of Action an added the changes I announced here.
Please, read ALL of the updated course of action. This is very important.
Those are our new "rules", so everyone must know them well.
Any doubts about it can be posted here.

I've got one, you wouldn't have to do any killing or stealing at all...
